As I've said also said, I can look either masculine or feminine depending on the day, but that doesn't make me not agender. Also, as you're pointing out with your hair being short and you identifying as female, people can't rely on appearance for gender. I'd have to look more into it, but if I remember correctly, Toby made Frisk and Chara look rather adrogynous so that way people can see them as whatever gender they like.
